US port fee pause to January 9 as shippers push to kill it

The Section 301 port fee on China-linked vessels is paused to 9 January 2027, and a coalition including the US Chamber of Commerce and National Retail Federation wants it scrapped permanently rather than delayed. If it returns, China-built tonnage gets more expensive and carriers will pass the surcharge to you. Book Q1 space now and get fee language into your contracts before the pause ends.

Coalition tells USTR to kill China ship fees, not just delay them

A US coalition wants the paused Section 301 port fees on China-linked ships scrapped permanently, not extended to 9 January 2027.

A coalition of maritime, agricultural, manufacturing, retail and logistics groups wrote to US Trade Representative Jamieson Greer on 30 October welcoming the proposed two-month extension of the Section 301 vessel fee suspension through 9 January 2027, but called for the charges to be eliminated permanently. Signatories include the US Chamber of Commerce, National Association of Manufacturers, National Retail Federation, American Farm Bureau Federation, American Association of Port Authorities, International Chamber of Shipping and World Shipping Council.

The groups argue reinstating the fees would add costs to supply chains already dealing with elevated freight rates and equipment shortages. They warn the impact would reach beyond Chinese carriers because Chinese-built ships make up a significant share of global capacity. The World Shipping Council filed separate comments supporting US shipbuilding but opposing the fee mechanism.

You are pricing Q1 2027 landed cost right now, and this fee sits on the wrong side of the line. If it comes back on 10 January, carriers moving China-built tonnage will add a surcharge per container, and your forwarder will pass it through with a margin on top. A seller moving 20 to 40 FEU a quarter on transpacific lanes is looking at a four-figure dollar increase per box.

The bigger risk is allocation. Carriers will shift China-built ships off US strings where they can and redeploy compliant tonnage. That tightens capacity on the exact lanes US-bound ecommerce sellers use in the January restock window. Your booking at a quoted rate in December may not survive a January re-quote.

Almost every industry body that filed comments opposed the fee, and USTR has not said what it will do after 9 January.

I would not plan for the fee to stay dead. USTR opened this file for a reason and a two-month extension is a delay, not a decision. Treat 9 January as a hard wall. Get a written clause from your forwarder saying who eats the fee if it returns mid-contract, and book January sailings before the December rush prices them up.

  • Ask your forwarder in writing who pays the Section 301 vessel fee if it returns on 10 January 2027.
  • Book January transpacific sailings before mid-December, when peak pricing and allocation pressure peak together.
  • Model a per-FEU surcharge into your Q1 landed cost so a return of the fee does not wipe out your margin.

Cosco shipping profit jumps 81% while its ports business stalls

Cosco Shipping Holdings profit rose 81% in Q3 on congestion and rerouting, while Cosco Shipping Ports reported flat profit with busy terminals near capacity.

Cosco Shipping Holdings, the Chinese state-owned container line, reported an 81% rise in third-quarter profit as port congestion and long reroutes tied up ships and lifted freight rates, according to The Loadstar. Cosco Shipping Ports, the terminal operator it controls, reported flat profit, with its busiest Chinese terminals close to capacity. Citi expects a seasonal easing into early 2027, according to the same report.

Separately, Seatrade Maritime reported that Cosco Shipping Ports maintained revenue growth in the third quarter amid global trade disruption, without giving figures.

This tells you where the money went in Q3 and where it is likely to go next. Carriers earned it, terminals did not. When terminals run near capacity, your containers sit longer, your demurrage clock starts earlier and your FBA inbound appointments slip. If you ship through Cosco’s busiest Chinese gateways, plan for dwell time at the port before your cargo even gets on a vessel.

The Citi call for seasonal easing into early 2027 is the part to hold lightly. Easing means rates soften, which is good for your Q1 bookings, but it also means carriers will manage capacity with blank sailings to protect the rates they just earned. A softer headline rate with a rolled booking costs you more than a firm rate that sails.

For a seller running 15 to 30 days of stock cover, port dwell is the variable that breaks the plan. Build two to three days of buffer into your ex-factory to FBA receipt estimate on Cosco-routed cargo.

Carrier profit up 81% while terminals run flat tells you the bottleneck is on land, not at sea. I would stop optimising my freight rate for a few dollars a box and start optimising my port dwell and appointment timing. The demurrage bill is where the real money leaks.

  • Add two to three days of port dwell buffer to your ex-factory to FBA receipt estimate on Cosco-routed cargo.
  • Check your demurrage and detention free time on current bookings and extend it if your volumes justify it.
  • Watch for blank sailings in December and January before you commit to a fixed Q1 sailing schedule.

Two new China to East Africa services launch before year end

ESL will add FAX2 and FAX3 services linking Chinese ports to East Africa, and DP World will start a weekly China Africa Link in late November 2026.

Emirates Shipping Line will launch two services connecting major Chinese ports with East and southeastern Africa. The Far East Africa Express 2 will link Qingdao, Ningbo and Nansha with Mombasa, complementing ESL’s existing Far East Africa Express network, according to Container News. The FAX3 service will also serve the region.

Separately, DP World’s Shipping Solutions AMEA business will launch the China Africa Link, a weekly service between the Far East and East and Southern Africa, scheduled to start in late November 2026. DP World said the service gives customers more choice and market access. Neither announcement gave vessel counts or rate levels.

If you sell into Kenya, Tanzania or Mozambique, you have been stuck with thin sailings and long transit times on a lane that most forwarders quote badly. Two new services in the same quarter means more weekly capacity and a real chance to negotiate. More sailings also means less cargo rolled at the load port, which is the failure mode that kills African ecommerce sellers in Q4.

Kenya and Tanzania both collect duty and VAT at the port, and a faster sailing does not speed up clearance. The gain is in schedule reliability, not in the customs queue. Use the new capacity to hold a tighter reorder cycle, not to cut your safety stock.

If you are on the fence about East Africa, this is the quarter to test it with a small first order. Two carriers competing on the same lane is the cheapest market research you will get.

East Africa has been the lane everyone talks about and nobody books because the sailings were too thin to plan around. Two new services changes that. I would put a small test order on the first China Africa Link sailing in late November and see what the actual door-to-door time looks like before committing to a forecast.

  • Request quotes from both ESL and DP World for your East Africa lane and compare transit times, not just rates.
  • Place a small test shipment on the first China Africa Link sailing in late November 2026.
  • Check Kenya and Tanzania duty and VAT thresholds before you scale an East Africa order.

Ningbo freight index holds at 2491.3 as Q4 rates stop climbing

The Ningbo Containerized Freight Index closed the week at 2491.3 points on 30 October 2026, giving you a flat read on China export rates.

The Ningbo Containerized Freight Index, issued by the Ningbo Shipping Exchange, quoted 2491.3 points for the week ending 30 October 2026, according to Hellenic Shipping News. The report published the weekly index data without a week-on-week comparison in the available summary.

The NCFI tracks container freight rates from Ningbo, one of China’s largest export gateways, across major trade lanes. It is one of the reference indices carriers and forwarders use when setting spot rates out of the Yangtze River Delta.

A flat index at the end of October tells you the Q4 rate spike has stopped, at least out of Ningbo. That matters if you have not yet booked your November and December sailings. Rates that stop climbing usually hold for two to four weeks before carriers test a general rate increase, and a GRI in late November would land right on your Black Friday restock.

If you ship out of Ningbo or Shanghai, this is the window to lock space. A flat index with peak season still running means carriers have not yet decided to push. Once they do, the increase lands on everyone who waited.

One number on its own does not tell you direction. Ask your forwarder for the week-on-week move on your specific lane before you treat this as a signal to hold off booking.

A single index reading is not a trend. I would use it as a prompt to call my forwarder and ask what my actual lane did week on week, not as a reason to delay a booking. Flat rates in peak season are a gift, and gifts in this business have a short shelf life.

  • Ask your forwarder for the week-on-week rate move on your specific lane out of Ningbo or Shanghai.
  • Lock November and December space now if you have not booked, before carriers test a late-November GRI.
  • Set a reminder to re-check the NCFI reading next week before you assume rates are falling.

Angles from today’s stories, ready to turn into a post, a video or a note to your list. Take them. That is what they are for.

  1. The US port fee on China-linked ships is paused to 9 January 2027, and almost every industry body that filed comments wants it gone for good. Plan for the wall, not the wish.
  2. Cosco’s shipping arm made 81% more profit in Q3 while its terminal arm ran flat. The bottleneck moved to land, and your demurrage bill is where it shows up.
  3. Two new China to East Africa services launch within weeks of each other. That is the cheapest market research a seller will get on a lane nobody could plan around before.
  4. A flat Ningbo freight index in late October is a booking window, not a signal to wait. Flat rates in peak season do not last.
  5. If the Section 301 vessel fee returns on 10 January, your forwarder’s contract language decides who pays. Most rate agreements do not mention it.
  6. Carriers earned the Q3 profit and terminals did not. When terminals run near capacity, your FBA inbound appointment is the first thing to slip.
  7. East Africa duty and VAT get collected at the port. A faster sailing does not move you up the customs queue, so do not cut safety stock on the back of it.
  8. A late-November GRI would land right on Black Friday restock volumes. That is the risk hiding inside a flat rate index.
  9. Everyone is watching the headline ocean rate and ignoring port dwell. On Cosco-routed cargo, dwell is the variable that breaks a 15-day stock cover plan.
  10. Two carriers competing on the same new lane is the only condition under which a small seller gets a real quote. Use it before the capacity fills.

Questions people are asking

Are US port fees on Chinese ships coming back in 2027?
The Section 301 vessel fee is suspended through 9 January 2027 under a proposed two-month extension. A coalition including the US Chamber of Commerce and National Retail Federation has asked USTR to scrap it permanently, but no decision has been announced. Treat 9 January as a hard date: ask your forwarder in writing who pays if the fee returns, and build a per-FEU surcharge into your Q1 landed cost.
What does the Ningbo freight index at 2491.3 mean for my shipping costs?
It means rates out of Ningbo stopped climbing in the week ending 30 October 2026. A flat index in peak season usually holds for two to four weeks before carriers test a general rate increase. If you have November or December sailings unbooked, lock space now. Ask your forwarder for the week-on-week move on your specific lane, because one index reading is not a trend.
Is there new capacity from China to East Africa?
Yes. Emirates Shipping Line is adding FAX2 and FAX3 services linking Chinese ports with East and southeastern Africa, with FAX2 connecting Qingdao, Ningbo and Nansha to Mombasa. DP World starts its weekly China Africa Link in late November 2026. More sailings means less cargo rolled at the load port, but duty and VAT are still collected at the African port, so clearance time does not improve.
Why did Cosco’s shipping profit rise 81% while its ports business stayed flat?
Port congestion and long reroutes tied up ships and lifted freight rates in Q3, which flows straight to the carrier’s bottom line. Terminals earn from throughput, not rates, and Cosco’s busiest Chinese terminals are near capacity, so there was little room to grow. For you, near-capacity terminals mean longer port dwell and earlier demurrage clocks. Add two to three days of buffer on Cosco-routed cargo.

The bottom line

The Section 301 port fee on China-linked vessels is paused to 9 January 2027, and a coalition including the US Chamber of Commerce and National Retail Federation wants it scrapped permanently rather than delayed. If it returns, China-built tonnage gets more expensive and carriers will pass the surcharge to you. Book Q1 space now and get fee language into your contracts before the pause ends.

China Freight Rates Split as EU Customs Bite Imports

China to North Europe air rates fell 7% last week while transpacific air rose 3%, so your lane choice now decides your margin. The EU’s abolished €150 customs exemption is showing up in the data, with China and Hong Kong imports at Frankfurt down 1.8% and 7.4% in September. China’s September trade surplus hit $133.5 billion, which keeps tariff pressure from Brussels and Washington running hot into 2027 contract season.
